Consultancy: Align and simplify the MEL framework of the ACTION Global Health Advocacy Partnership

Background 

ACTION is a partnership of 14 locally rooted organizations around the world that advocate for life-saving care for millions of people who are threatened by preventable diseases. We work to enhance our impact, influence, and partnership to galvanize political will around the sustainable development agenda. 

Our mission is to influence policy and mobilize resources to fight diseases of poverty and achieve equitable access to health. ACTION’s Strategic Framework focuses the Partnership’s advocacy on three thematic pillars: 1) ending the epidemics; 2) giving all children a healthy start, with equal opportunity for girls and women to thrive; and 3) building equitable and sustainable systems. These pillars represent objectives that we seek to achieve by enhancing our impact, influence, and partnership, so we can galvanize political will to achieve the ambitious sustainable development agenda.  

Scope of Work 

The objective of this assignment is to align and strengthen the monitoring, evaluation, and learning (MEL) process and tools used by the ACTION Secretariat and its partners to reduce inefficiencies and improve the quality of our reporting in order to better capture successes, measure impact, and implement learnings as a partnership. 

The consultant will work directly with the Director, ACTION Secretariat to align and simplify the MEL framework and reporting tools for ACTION. They will provide the following services: 

  1. Advising & giving high-level recommendations to align and simplify the MEL framework. 
  2. Developing tools, if needed (either from scratch or revising what we have already). 

The consultant will be responsible for verifying the scope of the services indicated and for proposing their expansion, reduction, or modification as and when the consultant deems necessary in accordance with professional experience and the knowledge obtained during project implementation.  

Activities may include, 

  • Reviewing materials for ACTION’s current MEL framework, including tools, reporting, and analysis. 
  • Conducting a consultation with partners on workplan and reporting templates and MEL processes. 
  • Adapting existing tools and optimizing them for efficiency, content, and relevance. 
  • Creating a simple and brief description for use of the tools and MEL processes. 

Key qualifications, experience, and skills of the candidate 

  • Extensive practical experience and a proven record in MEL, with a specific focus on advocacy MEL and a highly sophisticated, high-level view. 
  • In-depth knowledge and understanding of issues of global health advocacy. 
  • Understanding of, and past work with partnerships, networks, and/or associations would be considered a significant advantage. 
  • Experience working with major U.S. foundations for global health.  
  • Demonstrate experience of having undertaken similar assignments. 
  • Good communication and facilitation skills. 
  • Excellent command of oral and written English. 

Timeline and reporting 

  • The consultant reports to the Director, ACTION Secretariat and works closely with the Senior Manager, Healthy Start and M&E. They will coordinate their activities with other members of the Secretariat team, grants team, partners, etc.  
  • The assignment will begin in April and finish by June.
